Ask for every fee in writing, including the service fee, any loan the helper is carrying and what is refunded if the placement ends early. MOM caps the fee an agency may collect from a helper at one month of her fixed monthly salary for each year of service, capped at two months' salary (MOM's agency-fee FAQ; MOM's forum reply, 8 Nov 2024).
