Short answerMOM describes the Centre for Domestic Employees (CDE) as a non-governmental organisation set up by NTUC; CDE calls itself an initiative of NTUC. It conducts MOM's compulsory interview for first-time helpers, in person at three CDEConnect centres: Tampines, Woodlands and Rex House on Bukit Timah Road. The centres work by appointment, Monday to Friday, 9am to 6pm, except public holidays. MOM sends you a letter and an email when your helper is due, with the steps to book. CDE also runs a 24-hour helpline, 1800 225 5233.
MOM requires every first-time helper to attend an interview, conducted by CDE, at a CDEConnect centre. This page gives the three centres' addresses, hours and contacts, from MOM's and CDE's own pages. For where the interview fits among the hiring steps, see how to hire a maid; for MOM's rules and contacts, see MOM rules for domestic helpers.
What CDE is
MOM describes the Centre for Domestic Employees as a non-governmental organisation set up by the National Trades Union Congress (NTUC) to help local and migrant domestic workers with work-related challenges. CDE says it was set up in January 2016. It is not part of MOM. CDE lists its work as including:
- a 24-hour toll free helpline;
- advisory services on employment matters;
- free legal clinics, through partners;
- conducting MDW interviews on behalf of MOM.
The interview at a CDEConnect centre
- Who and when. All first-time helpers attend the interview twice in their first year: usually in the first few months, and again in the last few months before the end of the first year. Both interviews are compulsory.
- Booking. MOM sends you a letter and an email when she is due. You book a timeslot at the CDEConnect centre you prefer, and the letter and email include the steps to book.
- What she is asked. Questions about her well-being, such as whether she is eating and sleeping well and working in safe conditions. She is also reminded of her rights and responsibilities. MOM may follow up with you if there are findings.
- How long. 45 minutes to 1 hour. CDE says a session may be extended.
- What she brings. Her Work Permit card or digital work pass in the SGWorkPass app, and her employment contract, including salary records.
- At the centre. The interview is only with your helper, and you must give her privacy. One person may wait for her in the waiting area. Recording is not allowed.
- If she does not attend. As her employer, you must make sure she attends. If she does not, her Work Permit may be revoked.
CDEConnect centre addresses
MOM lists three centres. All interviews are in person.
- CDEConnect at Tampines: 300 Tampines Ave 5, #05-07, Singapore 529653. Nearest MRT: Tampines (DT32 or EW2).
- CDEConnect at Woodlands: 900 South Woodlands Drive, #06-10, Singapore 730900. Nearest MRT: Woodlands (NS9/TE2).
- CDEConnect at Rex House: 73 Bukit Timah Road, #06-01, Singapore 229832. Nearest MRT: Little India (NE7/DT12). This is MOM's address; CDE's own page gives it as Level 6, with no unit number. CDE says to take Exit A and walk towards Mackenzie Road.
CDE says CDEConnect at Pasir Panjang has relocated to Rex House, that operations there began on 3 August 2026, and that all interviews are now conducted there.
Opening hours and appointments
The centres open Monday to Friday, 9am to 6pm, except public holidays, and work on an appointment basis. Make the appointment before your helper goes; CDE says walk-in visits are not encouraged. A helper who arrives on time is given priority, and one who arrives late may wait longer, because CDE can only see her when a slot is free.
Changing the appointment
You can reschedule through the self-help appointment system. Contact CDE if you need to appeal for an alternative arrangement, such as the mode of interview, or to reschedule because no slots are available. Appeals are approved case by case, and all changes depend on slots being available. CDE also says you can contact it for assistance if caregiving needs for elderly family members or young children make it hard to bring your helper to the centre.
- Phone: 6303 6840 or 6303 6841, on weekdays, 9am to 6pm.
- Email: interview@cde.org.sg.
- When: at least 3 working days before the appointment date.
CDE's helpline
For help with domestic employment issues, CDE's 24-hour helpline is 1800 225 5233 (1800-CALL-CDE). MOM lists the same number for a helper who has not been paid, is overworked or is not given enough food.
If your helper needs help urgently
- In danger: call the Police at 999.
- In distress: MOM's MDW Helpline, 1800 339 5505 (+65 6339 5505 from overseas), Monday to Friday, 8.30am to 5.30pm. MOM says this line is strictly for helpers in distress.
Other MOM contacts for employers are in our guide to MOM's rules for helpers.
